Notes regarding uncontested scrums/competition regulations
1.
It is not the responsibility of the referee to determine the suitability
of trained front row replacements, nor their availability, as this is a team
responsibility.
2.
If a team indicates it cannot provide a suitably trained and experienced
player aged at least eighteen years of age to play in any position in the front
row of the scrum the referee should:-
a.
Stop the clock
b.
Confirm this fact with the team captain or other persons (coach/manager)
responsible for the team
c.
Order uncontested scrums
d.
Note the time, score and circumstances
e.
Do Not
speculate to anyone (player/coach/manager/media) on the outcome of the match as
a result of the uncontested scrums being ordered (the appropriate competitions
committee will decide the outcome of the match result and consequential
league/cup effect when a relevant committee meeting has been called)
f.
After the game obtain a copy of the 4th official control
sheet. (should there be one) If not make notes on replacements/substitutions.
g.
On the evening of the match immediately make a report that can be
forwarded to the competition committee regarding the events.
3.
Officials must carefully read the regulations for the English Clubs
Championships and Powergen Knockout Cup matches which are different regarding
procedures for substitutions/replacements/uncontested scrums (e.g. 11.6 English
Clubs Championship to 12.4 Powergen Cup Knockout Matches).
4.
Carry paper copies or the green competitions handbook regulations to all
games.
5.
Please note, Zurich Premiership and Zurich A League games will be
administered under the new iRB (2004/2005) replacement/substitutions
laws.
