CLARIFICATION REGARDING IRB LAW 3
– REPLACEMENTS/SUBSTITUTES
The RFU has
determined that, for all matches in the English Clubs Championship at Levels 2
and below and all Powergen knockout cup matches, the RFU Regulations regarding
Replacements will not be amended to reflect the new IRB Law 3. All teams
participating in these Competitions are required to have front row cover for
all front row positions.
For the
avoidance of doubt, teams must have cover for all 3 front row positions on the
first and second occasion for League matches at Levels 2-4 and all Powergen Cup,
Challenge Shield, Intermediate Cup and Junior Vase matches.
For Levels 5
& below league matches, teams must have cover for all 3 front row positions on
the first occasion only.

11.
Replacements and Substitutes
11.1 In all matches in National League 1 (Level 2)
the number of replacements and substitutes are permitted in accordance with Law
3 and the iRB Regulations relating thereto.
11.2 In all matches in the Competition played in
National League 2 and National Leagues 3 North and 3 South (Levels 3 and 4) not
more than four replacements and substitutes are permitted (subject to the
provisions of Law 3 of the iRB Laws of the Game).
11.3 Subject to any regulation made pursuant to
Regulation 4.6 for any league at any Level below Level 4 in all other matches in
the Competition not more than three replacements or substitutes are permitted.
11.4 In the interests of safety each team playing in
the National Leagues in the Competition must have sufficient front row players
aged at least eighteen years of age to play at hooker, tight head prop and loose
head prop who are suitably trained and experienced to ensure that on the first
and second occasions (whether due to injury or consequent to a player(s) being
temporarily suspended or ordered off) that a replacement in any front row
position is required the team can continue to play safely with contested scrums.
If on the first or second occasion a front row player requires to be replaced
and his team cannot provide a suitably trained and experienced player aged at
least eighteen years of age to play in any position in the front row of the
scrum the referee, having made enquiry of and having confirmed this fact with
the captain of the team or such other person nominated by the Club as the
manager or other person responsible for the team, will order uncontested scrums
and the team shall be deemed to have lost the match. Any
match points scored by either side shall be
disregarded in computing the differences between match points for and against.
11.5 In the interest of safety and subject to any
regulation made under Regulation 4.6 every other team in the Competition (i.e.
those playing at Level 5 and below) must have sufficient front row players aged
at least eighteen years of age to play at hooker, tight head prop and loose head
prop who are suitably trained and experienced to ensure that on first occasion
(whether due to injury or consequent to a player(s) being temporarily suspended
or ordered off) that a replacement in any front row position is required the
team can continue to play safely with contested scrums. If on the first occasion
a front row player requires to be replaced and his team cannot provide a
suitably trained and experienced player aged at least eighteen years of age to
play in any position in the front row of the scrum the referee, having made
enquiry of and confirmed this fact with the captain of the team or such other
person nominated by the Club as the manager or other person responsible for the
team, will order uncontested scrums and the team shall be deemed to have lost
the match. Any match points scored by either side shall be disregarded in
computing the differences between match points for and against.
11.6 Subject only to the proviso contained in
Regulation 11.7 below (and any regulation made pursuant to Regulation 4.6) if on
the second or subsequent occasion in Leagues at all levels other than the
National Leagues or on the third or subsequent occasion in the National Leagues
any front row player requires to
be replaced and his team cannot provide a replacement
or other suitably trained and experienced player aged at least 18 years of age
to enable the match to safely continue with contested scrums the referee
having made enquiry of and confirmed this fact with the team captain
(or other person nominated by the Club as
manager or other person responsible for the team) the match shall be deemed
to be abandoned for the purposes of these Regulations and the provisions
of Regulation 12 shall apply. The match will
continue with uncontested scrums.
11.7
Where a player(s) is/are temporarily suspended from the field of play which
creates a second or subsequent occasion in Leagues at all levels other than
National Leagues (or a third or subsequent occasion in National Leagues) that a
front row forward requires to be replaced and his team cannot provide a
replacement or suitably trained and experienced player aged at least 18 years of
age to enable the match to safely continue with contested scrums the referee
having made enquiry of and confirmed this fact with the team captain (or other
person nominated by the Club as manager or other person responsible for the
team) the match shall continue but for the duration (and only for the duration)
of the temporary suspension with non-contested scrums and the match result will
be unaffected.

Replacements
12.1 In all matches in the Competitions replacements
and substitutions are permitted in accordance with Law 3 and the International
Rugby Board Regulations relating thereto.
12.2 In the interests of safety each team playing in
each match in the Competition must have sufficient front row players aged at
least eighteen years of age to play at hooker, tight head prop and loose head
prop who are suitably trained and experienced to ensure that on the first and
second occasions (whether due to injury or consequent to a player(s) being
temporarily suspended or ordered off) that a replacement in any front row
position is required to enable the team to continue to safely play with
contested scrums.
12.3 If on the first or second occasion any front row
player requires to be replaced and his team cannot provide a suitably trained
and experienced replacement player aged at least eighteen years of age to play
in any position in the front row of the scrum to enable the teams to continue to
safely play with contested scrums the referee, having made enquiry of and
confirmed this fact with the captain of the team (or such other person nominated
by the Club as the manager or other person responsible for the team) will order
uncontested scrums and the team shall be deemed to have lost the match.
12.4 Subject only to the proviso contained in
Regulation 12.6 below if in any match in the Competitions other than the finals
(in which case Regulation 12.5 will apply) on the third or subsequent occasion
any front row player requires to be replaced and his team cannot provide a
suitably trained and experienced replacement player of at least eighteen years
old to enable the teams to continue to safely play with contested scrums the
referee having made enquiry of and confirmed this fact with the team captain (or
other person nominated by the Club as manager or other person responsible for
the team) the result of the match as at that time will be deemed to be
the final result if more than 60 minutes play has elapsed and if less
than 60 minutes play has elapsed the match shall be abandoned and the
provisions
of
Regulation 14 shall apply.
12.5
Subject only to the proviso contained in Regulation 12.6 below if in either
final in the Competitions on any occasion any front row player requires to be
replaced and his team cannot provide a suitably trained and experienced
replacement player of at least eighteen years old to enable the teams to
continue to safely play with contested scrums the referee having made enquiry of
and confirmed this fact with the team captain (or other person nominated by the
Club as manager or other person responsible for the team) will order uncontested
scrums and the team shall be deemed to have lost the match.
12.6
Where a player or players is/are temporarily suspended from the field of play
which creates a third or subsequent occasion that a front row forward needs to
be replaced and his team cannot provide a suitably trained and experienced
replacement of at least eighteen years old so that the team can continue to
safely play with contested scrums the referee having made enquiry of the team
Captain (or other person nominated by the Club as manager or other person
responsible for the team) of the side affected the match shall continue with
uncontested scrums but such uncontested scrums shall only continue the duration
of the temporary suspension). The match result will not be deemed to be
invalidated by reason of part of it being played with uncontested scrums.

10.
Replacements
10.1 In all rounds of the Competition other than the
semi finals and final not more than four replacements or substitutes are
permitted and in the semi finals and final six replacements or substitutes are
permitted.
10.2 In the interests of safety each team playing in
each match in the Competition must have sufficient front row players of eighteen
years of age or older to play at hooker, tight head prop and loose head prop who
are suitably trained and experienced to ensure that on the first and second
occasions (whether due to injury or consequent to a player(s) being temporarily
suspended or ordered off) that a replacement in any front row position is
required to enable the team to continue to safely play with contested scrums.
10.3 If on the first or second occasion any front row
player requires to be replaced and his team cannot provide a suitably trained
and experienced replacement player of eighteen years of age or older to enable
the teams to continue to safely play with contested scrums the referee, having
confirmed this fact with the captain of the team (or such other person nominated
by the Club as the manager or other person responsible for the team), will order
uncontested scrums and the team shall be deemed to have lost the match.
10.4 Subject only to the proviso contained in
Regulation 10.6 below if in any match in the Competition other than the finals
(in which case Regulation 10.5 will apply) on the third or subsequent occasion
any front row player requires to be replaced and his team cannot provide a
suitably trained and experienced replacement player to enable the teams to
continue to safely play with contested scrums the referee having made enquiry of
and confirmed this fact with the team captain (or other person nominated by the
Club as manager or other person responsible for the team) the result of the
match as at that time will be deemed to be the final result if more than 60
minutes play has elapsed and if less than 60 minutes play has elapsed the match
shall be abandoned and the provisions of Regulation 12 shall apply.

Regulation 10.6 below if in the final in the Competition on any occasion any
front row player requires to be replaced and his team cannot provide a suitably
trained and experienced replacement player of eighteen years of age or older to
enable the teams to continue to safely play with contested scrums the referee

person nominated by the Club as manager or other person responsible for the
team) will order uncontested scrums and the team shall be deemed to have lost
the match.
10.6 Where a player or players is/are temporarily
suspended from the field of play which creates a third or subsequent occasion
that a front row player needs to be replaced and his team cannot provide a
replacement or other player aged eighteen years of age or older suitably trained
and experienced to enable the team to safely play with contested scrums the
referee having made enquiry of the team captain (or other person nominated by
the Club as manager or responsible for the team) of the side affected the match
shall continue with uncontested scrums (but such uncontested scrums shall only
continue for the duration of the temporary suspension). The match result will
not be deemed to be invalidated by reason of part of it being played with
uncontested scrums.

11.
Replacements
11.1 In all rounds of the competition other than the

any front row player requires to be replaced and his team cannot provide a
suitably trained and experienced replacement player to enable the teams to
continue to safely play with contested scrums the referee having made enquiry of
and confirmed this fact with the team captain (or other person nominated by the
Club as manager or other person responsible for the team) the result of the
match as at that time will be deemed to be the final result if more than 60
minutes play has elapsed and if less than 60 minutes play has elapsed the match
shall be abandoned and the provisions of Regulation 13 shall apply.
