Gentlemen,
You may by
now have attended and seen a presentation on child protection issues. The RFU
has made significant progress in this area through the development of a child
protection policy. This is part of the wider agenda on equity and ethics in
sport being promoted by the Government.
The
Norfolk Society fully supports the RFU initiative.
The
Criminal Records Bureau (CRB) an executive agency of the Home Office has issued
a Disclosure Application Form, to help employers and volunteering organisations
make informed recruitment decisions and so protect vulnerable members of
society. By filling in this application form and participating in disclosure,
you are contributing towards improving standards, both in our own environment
and in society as a whole.
Initially, all referees will be
required to complete a Disclosure Application Form, which will be sent to the
Rugby Football Union. This applies to refereeing at all levels of the game.
As minors are present within most Clubhouses and those to whom the legislation
applies can play senior rugby there will be no distinction between those who
just wish to referee adult rugby. Refusal or failure to submit a completed
form may result in that member not being appointed to matches. This may sound
more than a touch draconian, but please remember the intentions; the Society
owes a duty of care for young people and has a responsibility to protect them
from harm.
The Society Management Committee have
appointed Graham Cross as the Society Child Protection Officer. As you may know
Graham is an experienced Justice of the Peace and has been trained in relevant
issues. The Committee felt he was the ideal person to be a figurehead in such
important issues. He will be the contact point to liase with Twickenham in the
event of positive checks and any new legislation that might affect Society
policy.
Some members for example,
schoolteachers, police officers and those involved in social work will have
filled in police check forms in the past. Please note unless you have completed
a form since September 2002 you will need to complete the form. If you are in
possession of an enhanced disclosure form issued since September 2002 you will
need to produce the form at a regional meeting.
.To complete the form you will need:

Details from your birth certificate
·
Your National Insurance number
·
Full postal addresses of homes where
you’ve lived during the past five years
·
A preferred contact telephone number
·
You will also be asked to show certain
original documents. As a minimum requirement you will need to
show your passport and photo driving licence, together with proof of current
address, (recent utility bill, bank statement etc).
A series of meetings will be held around
the County for completion of the form, so please make every effort to attend one
and bring with you all the necessary supporting documentation. It is far more
convenient for all concerned if the forms can be done ‘live’, a) so as to avoid
sending important documents through the post, (photocopies are NOT acceptable),
and b) a designated Society member must acknowledge sight of the supporting
documents.
To assist you in successful and early
completion of the form here are some instructions that are not mentioned in the
Guidelines for Completion of the Form.
